Summary

Stirling Council's early years policy, Children as Partners (Stirling Council, 2000), demonstrates innovative approaches for consulting with young people and empowering them to participate effectively. These include offering and encouraging choices; listening to children and observing their reactions to situations; building up individual child profiles that include preferences and interests; increasing dialogue with children and involving them in the planning and review process. 

The case study looks at the process and outcomes of consulting with the children, promoting positive behaviour and the changes in attitudes and practice of both staff and parents.
