The Literacy and Numeracy Scotland programme, in collaboration with schools and education authorities, will support a range of developments to raise and sustain attainment in literacy and numeracy in Scotland.

The Literacy and Numeracy Scotland programme will initially run for two years.  Local authorities have identified their preferred focus (either literacy or numeracy) for the years 2005-06 and 2006-07.

Every local authority will receive funding for use within their identified associated schools grouping.  This funding will allow schools to consider the following three key areas of development:

  • literacy and numeracy for all
  • expectation, progression and continuity in literacy and numeracy
  • support for teachers of literacy and numeracy

The programme aims to encourage and support local authorities in innovative practice, valuing contributions from all professionals and pupils involved in the learning process.

To become successful, effective, responsible and confident learners, children and young people have to have a firm grasp of literacy and numeracy.

A Curriculum for Excellence places literacy and numeracy at the heart of learning.

"more space in the curriculum for work in depth, and to ensure that young people develop the literacy, numeracy and other essential skills and knowledge they will need for life and work"

'a curriculum for excellence', The Curriculum Review Group, 2004

The programme will try to create a culture of enquiry, reflection and engagement with what literacy and numeracy means for the 21st century learner.

The Literacy and Numeracy Scotland team

The team is led by a programme manager. In addition there are four development officers in post; two for literacy and two for numeracy.  Each development officer works with a number of local authorities establishing good relationships, supporting innovative work and monitoring progress.

The Literacy and Numeracy Scotland team work closely with literacy and numeracy professionals across Scotland on projects and initiatives including Number PartnersRead Together and Scotland Reads.

Literacy and Numeracy Scotland is also developing two websites to support learning and teaching in early years establishments, primary and secondary schools. These websites will showcase good practice from across Scotland, highlight the use of ICT in learning and teaching, and develop new literacy and numeracy resources.
