
In November 2004, the Scottish Executive published 'Ambitious Excellent Schools: Our Agenda for Action', which gave high priority to leadership development.
Supported by the Hunter Foundation, this initiative recommended access to world-class thinking on leadership. Three key international thinkers were approached to work with the Scottish system to guide our thinking. They were Dr Terry Dozier, Ellen Moir and Professor Richard Elmore.
In this thought piece, Fiona Taylor outlines the work that was undertaken by these three thought leaders and tries to trace some of the impact their work has had in Scotland.

Thanks Fiona for the comprehensive roundup of the story so far, and it is an ongoing part of the work of the team. I get to travel around Scotland talking to CPD people quite a lot and, at least anecdotally, these visits have got a lot of colleagues thinking! Richard Elmore is quite widely quoted on the impact of CPD “If you can’t see it in the classroom, it didn’t happen!”. Equally telling for me is the quote from Elmore you also feature, ie "Privacy of practice produces isolation; isolation is the enemy of improvement". That to me sums up a lot of my work in online CPD!
