Evaluating education for citizenship

Schools and early education centres are recommended to initiate developments in education for citizenship by auditing and reviewing existing practice. LT Scotland's audit tools were put together specifically for this purpose. Education for citizenship is also subject to external evaluation. This section offers support in preparing for that evaluation.


Education for Citizenship: a portrait of current practice in Scottish schools and pre-school centres

'Education for Citizenship – a portrait of current practice' is the first in a series of portraits by HMIE, depicting current practice in key aspects of the Scottish school curriculum. It is intended to promote improvements in Scottish education through illustrating effective practice, raising current issues, and stimulating reflection and debate. An important purpose of the portrait series is to relate existing pedagogy and curricular provision to the aspirations of A Curriculum for Excellence (ACfE).

This guide can be used when you are ready to evaluate the quality of education for citizenship in your school. It shows how you can select a cluster of quality indicators that focus on key features which have a significant impact on the achievement and experience of pupils.

The guide shows how education for citizenship offers all those involved in Scottish education real opportunities to clearly establish the specific roles they play in preparing young people for participation in their own society.

This guide identifies a cluster of quality indicators that you can use to evaluate the quality of international education in your school.

International education has an important role to play in supporting all of the National Priorities (NPs) for education. The guide shows that by providing effective international education you can introduce your pupils to the duties and responsibilities of international citizenship (NP4) and help to equip them with the skills and attitudes to prosper in a changing society (NP5).

This guide sets out the cluster of quality indicators that can be used in schools to evaluate approaches to tackling racism and promoting race equality. It builds on the advice given in the publications 'Planning for Improvement', 'How good is our school?' and 'A Route to Equality and Fairness'.

The guide outlines the education authorities' duty to promote racial equality, making specific links to the five national priorities. It shows how clusters of quality indicators can be used by staff to look at their school's approach to preparing children and young people for life in an ethically and culturally diverse society and providing equality of opportunity.

Educating for Race Equality: a toolkit for Scottish Teachers
Get more information on education for race equality and anti-racism within the curriculum and the wider life of the school. The CD-ROM and web resource gives examples of good practice, offers advice on dealing with racist incidents and suggestions for staff development.

HGIOS Inclusion and Equality
'Promoting Race Equality is part of three HMIE guides, you can find the others in the series on the Inclusive Education website. The guides offer support to audit, plan, develop and improve each aspect of Inclusion and Equality in your school.


National Priority 4: Values and Citizenship

'To work with parents to teach pupils respect for self and one another and their interdependence with other members of their neighbourhood and society and teach them the duties and responsibilities of citizenship in a democratic society.'

A new performance measure (4.2D in the National Priorities in Education Support Pack) has been developed to assist schools in reporting on the citizenship aspect of this priority. Reporting on the new performance measure will commence in 2005.

Eco Schools and National Priority 4

Participation in the Eco Schools programme is one of the performance measures of National Priority 4. Local authorities must report on 'the number/percentage of primary and secondary schools within their area that are participating in the Eco Schools Award or similar accredited environmental award' (4.2 C).

The programme provides schools with support, guidance and a recognised progression of awards. Find out more about the Eco Schools programme.
