Given the range of licensing schemes and different publishers, software licensing can become confusing. All of the schemes operate in a different way and each can have a different 'set of rules' that must be followed. For example, a school may be able to purchase software under one scheme whereas the local authority education department may have to purchase under a different scheme. You may want to purchase for use at home and you can with some schemes but not with others.
