The Learning and Community Directorate is responsible for taking forward a wide range of work within the 'Targeted Support' programme which is also described in LTS's programmes of work.
The Targeted Support Programme is focused on improving outcomes for children and young people through supporting learning and the development of skills in a range of contexts. The Programme supports the implementation of significant priorities identified in Curriculum for Excellence and More Choices, More Chances. It includes the following areas of work: literacy, numeracy, health and wellbeing, financial education, personal support, early years, enterprise, youth work, outdoor learning, physical activity, parental involvement, support for Gaelic education and, in close partnership with HMIE, The Journey to Excellence.

Stuart heads up the Learning and Community Directorate. He leads in developing strategy and policy, with specific responsibility for the Targeted Support Programme which delivers key priorities identified in Curriculum for Excellence and More Choices, More Chances. His responsibilities include ensuring coherence and effective partnership working in taking forward key elements of Government policy, covering areas such as early years, skills for learning, life and work, parental involvement, and Gaelic education.
