The flexible approach to Early Intervention had resulted in a variety of innovative initiatives. Local authorities indicated that this approach allowed them to respond more effectively to local needs and circumstances.

Since the inception of central funding for early intervention in literacy and numeracy, a large number of local authority projects have been established.
