GUIDELINES ON REPORTING 5-14
This circular conveys to education authorities and schools
guidance from the Secretary of State on reporting of pupils'
performance and progress. In the preparation of these guidelines,
account has been taken of the responses received to SOED
Working Paper No 11: Reporting 5-14, which was issued in
August 1991. The Secretary of State is grateful to all who
responded to the invitation to comment contained in that
Working Paper.
The Secretary of State is of the view that the guidance
now issued provides for the sound assessment of pupils and
the provision of information to parents about their children's
performance and progress on a regular basis. This is a key
element of the Government's 5-14 Programme, and is also
recognised in the Citizens' Charter as an important parental
right.
The Secretary of State commends the guidelines to education
authorities and schools. They should now form the basis
of their policy and practice in reporting.
Included in the body of the report are specimen pages of
a new form of report consistent with the guidance on the
reporting process. An initial supply of report forms in
this format will be provided by the Scottish Office Education
Department, for use during the 1992/93 session. Thereafter
authorities or individual schools will be able to arrange
supplies of the forms from HMSO. Authorities will also be
issued with supplies of a simple guide to parents which
explains the purpose of the new reporting system. Staff
development material for use by education authorities and
schools will also be made available for training purposes.
