GUIDELINES ON ENGLISH LANGUAGE 5-14

The purpose of this Circular is to convey, to education authorities and schools, guidance from the Secretary of State on the teaching of English Language for pupils aged 5-14. In the preparation of these guidelines, account has been taken of the responses received to SOED Working Paper No 2: English Language, 5-14, which was issued in March 1990. The Secretary of State is grateful to all who responded to the invitation to comment contained in that Working Paper.

The Secretary of State is of the view that the guidance now issued provides a firm basis for coherent, progressive teaching in English Language in primary and early secondary education, with a good balance between the various elements. Using these guidelines schools should be able to structure and develop their courses and improve the quality of learning and teaching of English Language.

The Secretary of State commends the guidelines and invites education authorities and schools to use them as the basis of their English Language programmes from the beginning of session 1991-92.
