CIRCULAR NO 16/91

The Chief Executive of the
Regional or Islands Council
    October 1991

Dear Sir

GUIDELINES ON ASSESSMENT 5-14

The purpose of this Circular is to convey to education authorities guidance from the Secretary of State on the principles which should underlie school policies for the assessment of pupils' progress and attainment. In the preparation of these guidelines account has been taken of the responses received to SOED Working Paper No 4: Assessment 5-14 which was issued in September 1990. The Secretary of State is grateful to all who responded to the invitation to comment contained in that working paper.

The Secretary of State is of the view that the guidance now issued provides a sound basis for effective, coherent and manageable assessment of pupils' achievements in relation to standards of attainment set out in the 5-14 curriculum guidelines. It also recognises the role of national tests as a means of confirming classroom based assessment and of conveying information on progress to parents. Using these guidelines schools should be able to develop effective assessment policies and practices which will improve the quality of learning and teaching.

The Secretary of State commends the guidelines and invites education authorities and schools to use them as the basis of their policy and practice in assessment.

Yours faithfully

J W L LONIE
